When Parasurama left Rama gave the bow and arrow which were in his hands to Varuna for safe-keeping. Bhrgu was the son of Varuna. He approached Varuna to obtain brahma-vidya (supreme knowledge). Since Varuna is the originator of this immeasurable knowledge and since within him dwells that form of Brahman which has satva guna as the most prominent one, the incarnation of Brahman, Rama gave the bow. It also proves that Rama is Brahman himself, as he has the power to direct the most important god like Varuna.
