First Kabandha tells Rama and Lakshmana “You have been sent by my good luck for my food when I am hungry; why are you standing there”? The meaning of his question is “O best of the Kshatriyas, have you been sent to me by god as my food? Have you lost your senses? Why do you stand there seeing me hungry? Please go”.

‘Niscestanam vadhah kutsitah’ means, “it is wrong or mean to kill those who remain still. It is improper to kill those that do not show aggressiveness just as it is not right to kill animals which are not sanctified for the sacrifice.”
